I stumbled upon this amazing bibliography of Title IX resources (articles, books, and conference papers) at the website for the National Baseball Hall of Fame. Given the dominance of men in the sport throughout history--with of course the few very notable exceptions--I was surprised to see that the Hall of Fame had compiled this bibliography.
It was last updated in May of 1997 so it is not quite up to date with most of the sources having publication dates in the 1970s and 80s. Nevertheless it should be of use to many for either background on the statute or to those like myself who are interested in the historical trajectory of the commentary and scholarship on Title IX.
What is most exciting, however, is that, according to the website, almost all the titles listed are in the Hall of Fame library. Some of these titles are difficult to find, such as conference proceedings that exist only on microfiche. It appears Cooperstown may be a good place to start one's research!
